If we talk about pros in it is endless since its the best institute. So, from top level education and research facility to alumni network everything is best. If we talk about cons then it can be US is a bit expensive, very tiring schedule, stress is obvious, competition is very high. You will have to deal with these few things.

Actually there some top countries to complete your MS in cse.I cannot specify one of them because they have some pros and cons and you have to choose it from yourself.
- At first I can talk about Australia and New Zealand. Because this is a good education friendly country, and it has a good economy in the term of IT sector and CSE. But the educational cost and living cost will be higher
- Secondly I can talk about Germany that provides free education. They have a good quality of economics and also it have lots of fields in engineering. But their main language is Germany so it can be e a difficulty for you.

You should visit the websites of the colleges to see the courses offered and the fee structure. You require a good GRE score say above 304 to apply for a decent college in these countries. To be eligible for good schools you need good score of >320 (getting scholarships become easier)
