Its IIT DHANBAD(ISM) and IIT BHUBANESWAR.

Well…ECE branch is a newly started branch among all the other branches of the School of Electrical Science in IIT Bhubaneswar. Its first batch was started with 40 students in the year 2016. IIT Bhubaneswar follows all the curriculum of IIT Kharagpur and instead of focusing on the branches, it is divided into many schools.

Therefore, School of Electrical Science is a carer for the branches such as

Electronics and Communication Engineering.
Computer science and engineering.
Electrical engineering.

Other then concerning about placement, if you are really interested in ECE branch and its course material then you can opt for it because its first batch will pass out in 2020.

Or else you can inquire about the placement of other branches of school of electrical science.

School of Electrical Science has highest placement record as compare to other school at IIT Bhubaneswar. The students of SES has got placed in Microsoft last year. The Highest pay package was 38 lpa and the avg package (including both Electrical as well as Computer science branch) was about 11 lpa. The average package of SES is very much comparable with old IITs also.

IIT DHANBAD :

Four core companies came, Texas Instruments, Freescale, Tata Steel and Hacklabs.

IIT Bhuvaneswar is the option. IIT Dhanbad should be the last option.
You can also check in the rank cutoffs, rankers also usually prefer Bhuvaneswar.
There are a number of reasons like-
* Location of IIT Bhuvaneswar is better, like the airport isn't so far.etc.
*It's the capital city and capital always has a different place.
*Poor infrastructure and faculty at IIT DHANBAD.

I think so you should go for IIT Bhuvaneswar.
