which is better option IT in top college or CSE in Normal college ?

Well, The major difference between both these field is that IT deals with the application of computing technology to real life processes, while, Computer Science deals with the science that facilitates these applications. On the other hand, IT is just the selection of the proper software or hardware for the task.

Syllabus of IT and CSE are nearly same and placements are open for both, So I would suggest going for IT in Top Colleges....

There is not much of a difference rather than the major difference that is  IT deals with the application of computing technology to real life processes, whereas CSE deals with the science that facilitates these applications.
