If you are asking accreditation in reference to NAAC, then it's funded by UGC and acts as a certification of validity and legality of courses, while UGC approves colleges or University.
These two bodies work together in providing approval and accreditation to institutions.
Grading system of NAAC is done in the categories of A, B, C, D.
Once, a university approved by UGC, it's eligible to apply for NAAC accreditation.
