Analysing the previous year data and considering 69808 General rank, you have very low chances of getting into any NIT even under the Home State quota. You can try for mechanical and electrical engineering branch at NIT jaipur.  Don't worry, you can still get many good private colleges with this percentile.

Now on such CRL rank it is very difficult to get any of the NIT if you belongs to Rajasthan because the closing ranks of last year were like :-

National Institute of Technology Agartala - Production Engineering (49420)

National Institute of Technology Sikkim    - Electrical and Electronics Engineering (37939)

National Institute of Technology Arunachal Pradesh - Civil Engineering (48956)
