Well, choosing between IELTS and TOFEL could be difficult, but it is important to pick the test that matches your goals and English proficiency level the best.
If you are comfortable with traditional test format with face to face speaking interviews and separate reading, writing, listening and speaking sections. And good British English skill and you have very less time like 3 to 4 weeks for preparation then you could choose IELTS.
But, if you prefer computer based test, which test the skills such as reading and listening simultaneously. Good at American English and have more time like 2 to 3 months for preparation then you could choose TOFEL.
In terms of preparation time, it depends on your current English proficiency level, your familiarity with the test format, and your target score.
