IT DEPENDS ON FOR WHICH EXAMINATION YOU ARE ASKNG THIS THING.FOR EVERY COUNSELLING THERE ARE ROUNDS ,SO IT DEPENDS ON A PARTICULAR COUNSELLING ORGANIZATION THAT TILL WHICH ROUND THEY ARE ALLOWING YOU TO HAVE CATEGORY RANK BECAUSE AFTER SOME ROUNDS CATEGORY RANK GETS DIMINISHED AND SEAT ALLOTMENT ARE DONE ON THE BASIS OF ALL INDIA RANK.
Seat allotments are based on AIR. In your category also allotment will be based on AIR. You can say that category rank indirectly comes into play, but when a category student has a rank so good that he can get a seat in general category then, AIR is considered.
