It will be out anytime today because application form filling starts from today till 7th March 2019, jee mains is scheduled to be conducted in between April 6th to April 20th.

The national testing agency NTA didn't mention any particular time that when will the application form will be released.but today only the application form is released .
.
You can also apply the application from careers 360 website.otherwise I will provide link to know more information about the application form:
