Who can participate in aiims 2019 counselling??one whom name isnt there is merit list can participate?

Hey Aspirant !
The 1st Merit List released by the AIIMS during it's result disclosure comprises of the roll numbers of the students who are elligible for the Round 1 of counselling. Apart from the roll numbers mentioned in the Merit List, no one else can give it a shot in the Process of Counselling. However, at times even after 1st 2 rounds of counselling, the seats in all the AIIMS aren't filled up with the students selected in 1st Merit List, only in that case the authority discloses a 2nd Merit List which entitles students beyond the ones in Round 1 to participate in the Counselling but the chances of that to occur are quite less.
