why are the improvement form not out till now , it will be out or not ??

It is expected in the last week of September or first week of October. Officially there is no any updates now regarding the Improvement form. Keep track the official website for updated information.

Officially nothing is announced so it would be tough to tell you.

There is no such information out till now so it would be better if you contact the CBSE directly if it does not work for you then kindly keep visiting the official website on regular basis.
