    I also face this problem but don't worry about it it's  just a technical problem,

    just try it in chrome incognito window

    I tell you, just open the chrome and now press the key -------> {Ctrl + Shift + N}

    and then there will another window open and just go on jossa site and try again.

    i have just downloaded my sit allotment letter for round 2. you may also try it now.
