Dear i am not getting what you are asking and but i am answering on assumption.Today is 20th July and was the last day for online reporting for round 1 & 2.So,you can apply for upward movement as Last date of online acceptance letter is 22nd july,2019.So,please apply as per your priority.If you want to apply for upward movement then please go for it.
