why in some branches opening and closing ranks are same ,colleges have fixed seats then why they take too many ranks in counselling?

It depends on the colleges & cutoff which varies year to year. Generally the branches you are talking it is mostly non preferable branches by the students. And colleges rank depends on its rating & each college has its own criteria to get selected the students whether it is Gov. or private.
