why is Bhopal less developed than Indore despite being the capital

Here you need to specify what is your sense of being developed. Both the cities, bhopal and indore are well developed. We cannot compare them on limited basis. Indore has its own food joints, k own for its food and night life. On the other hand, bhopal is green and three year consecutive winner of most clean city, 2017, 2018, 2019. Indore is more sought of concrete jungle. Both the cities have good education facilities ans bhopal is one of the smart cities. It just depends on different needs of people, where they settle.
