Why they haven't give out the merit list for second counselling?or they won't give out?

There is no separate merit list is given out for second round. You will just get information about how many seats are left in all the aiims colleges after second round of counselling after the completion of first round of counselling.

For registering second round you need to login into your application and there you can change your choices of colleges if you want to do. And it is done between 15-17 July.

No. They just provide seat matrix for each round. AIIMS, New Delhi has released the information brochure for the second round of AIIMS MBBS 2019. The candidates who want  to participate in the second round of AIIMS MBBS 2019 counselling are required to change or rearrange their choice of colleges between July 15  to July 17, 2019. Even if you donot wish to change your choices, you are required to login during this period to record your willingness to participate in second round of counselling. No separate merit list is published for second round.
