No all the students would not be invited or called for the counselling. They will have a cut off for all the categories of students as per the caste so based on that and as per your category you would be receiving a notification before counselling starts and if your rank falls under that category you will be allowed for the counselling else there are less chances of getting a call from AIIMS.
