Sorry to say dear but your question is not clear. If any one category decrease but what is decrease dear number of candidates or marks of examination you didn't mention it above.
Now come to your point that which increases your chance to getting seat in NEET pg. You have to score good in NEET pg examination. Because you are general category student so you have to score more because seats are very limited. Then you can easily get your post graduate seats in a good medical college.
