if i receive a seat in UGCET eng seat in round 2 and choose choice 2 , later if i get a med seat in UGNEET would the fees paid be transferred or refunded.

You have not mentioned the counselling process for which you had asked a query. Therefore we would not be able to help you. But generally when a student withdraws from a counselling process his money is refunded back after deducting the necessary charges but in some counselling process no money is refunded back.
