Will the closing ranks of different collages vary from round 1 to round 2 of counselling and how?

The clsing ranks always vary from college to college and it always deviates from round 1 to round 2.  And this variation or downfall of cutoff from round 1 to round 2 can VARY through very large or  very small differences, depending on the TYpe of collage. IN low grade collages the closing ranks varies vaguely.First of all , in the first counselling round all colleges releases there cutoff at higher ranks so to get as muc good students as much they can grab but when they see much admissions coming at that rank so they vary the 2nd round counselling cutoff ranks very largely to get more and more  admissions.
