No it is not always the case. It depends from evaluator to evaluator . It doesn't matter if the paper pattern have changed this year or if it changes again the next year. If the evaluator feels like he should provide you will grace marks if you are failing by just few marks, he may provide it otherwise no. The grace marks are provided in the range of 1 to 10 where 10 is given very rarely. Almost most of them are provided 2 or 3 marks just to make them pass.
