There is a separate Farmer/Rural quota. The farmer quota requires, among other things, agricultural land owned by the candidate/parents and study for at least four years in non-municipal-area schools.  Therefore, if you do not qualify for the farmer/rural quota, you compete in the non-farmer/non-rural category.
