Without considering jee how can I get admission in government collage?

You can appear in state level engineering entrance exams, if not JEE Main.
Most of the states have their own engineering entrance exams and they allow admission to their state's government colleges. Make sure that you meet the eligibility criteria prescribed by those state exams.
