The year of establishment of ESIC medical college,Gulbarga was 2013. As you mentioned,you have secured 10,088 rank in NEET but didn't mentioned your category;so I'll mention cutoff rank for every category in ESIC medical college last year under all india quota-
UR category-8831 rank

ST-54864
If you are from Unreserved category ,you have slight chances of getting a medical seat in ESIC medical college.
