Last year cut off for Msc chemistry was 254 in Bits Hyderabad.So may be in last round you will get admission as per my knowledge.

To get into pilani campus for B.E./BTech programs  the cut off scores are generally above 290.

For Goa campus the cut offs are around 275.

For Hyderabad the  cutoffs are around 270.

It's highly unlikely that he will. Even if there is a chance he'll get into BITS, it'll be mostly MSc Biological Sciences in Hyderabad, maybe Goa. But even for that, chances are slim.
