Dear aspirant,
To apply in sports quota, you have to visit official website of the college or university in which you want to apply.
While filling the application form you have to mention the category under which you want the admission (sports quota). And then upload your merit certificates .
Since you have not mentioned the university or college name so providing any specific information would be difficult . But more or less the procedure for applying in sports quota will be same. Some difference can be their. Like some colleges may not ask to upload merit certificates but would ask to present the same during counselling or sports trial.
However in Delhi university , candidates need to upload their merit certificate while filling application form .
Then college may conduct sports trial and select candidates on the basis of the performance . But this year due to COVID 19 some colleges may not conduct sports trial . So you need to check the notification regarding this on the official website of the college.
If talking specifically about Delhi university , admission through sports quota is done either directly or through sports trial .
To be eligible for direct admission in sports quota in DU candidate need to have represented India in the leagues conducted by IOC, ISF, CGF, SASC, IPC.
DU gives 40% weightage to sports or merit certificates. And 60% weightage to sports trial. In sports trial candidate need to score atleast 50 % marks to qualify for admission . However trials would not be conducted this year.

Central Universities Common Entrance Test is an all-India test is being organized for admission to various Integrated/Under-Graduate, however every year cutoff score changes and varies with some of the factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream, etc. however it is quite difficult to predict which institute you may have chances since cutoff score also varies with students performance and students category.
however do participate in the counselling process and lets see whats come around.

Your Marks is low, but you are saying that you received a message from university then you must go for counselling . May be you won't get admission in first list but if seats are vacant then you have chance of getting admission. So must go for counselling. And if you are not selected then your fee will be refunded and the only registration fee will be deducted.

your Marks is very low. And I don't want to disheartened you but with this Marks selection in any central university is not possible. So don't apply for counselling because it will gonna be wastage of money and I would suggest you to apply for another universities.

If you are not allotted a seat in CUCET , as far as the practice was last year, your money will be refunded (incase you do not get a seat). If you do get a seat in one of the courses that you have selected and you decide not to take that seat then the money will not be refunded. I will suggest you to go for the counselling. Even if you are not allotted a seat in the first round of counselling, chances are that you will get it in the second round. All the best!

You didn't mention your category, as I am assuming that you are from general category. Then yes you have chance of getting seat in central university of Rajasthan as you know that central university of Rajasthan welcomes everyone who has more than 30 percentile for counselling. So that there is a probability of getting seat.
see till now counselling date has not declared, however due to corona pandemic many of the students of different courses are facing this issue. however I suggest you to contact with exam control authority to resolve the issue, since the authorities decision would be final.

It seems that you have made in your Date of Birth a mistake during online application form process which is not being corrected by you at that time. You don't have to worry about this, as this is not a big problem because sometimes it may happen during filling online applications. Well the score that you have achieved is too less to be considered for admission. Even ews category won't be of much use because the cut off for general and ews category students don't go that low. The cut off is usually highest among all other cut offs.
