In order to validate candidature in the KCET one needs to pay the one-time counseling fee for all the consecutive rounds of the counseling to the KCET governing body. This payment needs to be made while applying for the KCET counseling after the counseling form is filled up

As far as i know, there won't be round 2 for mock allotment. however, if it occurs, then you can expect. Because you didnt get in round 1 that doesnt mean you won't get in round 2. counseling process can be really unpredicatable at times.
