I got seat in 1st round kcet and I choose option 2, if I did not get seat in 2nd round, Can i participate in extended second round or not?

If you are not satisfied with your second round extended results then you can go for mop up round. It is not compulsary that you can't participate in mop up round if you have selected your seat in KCET second round extended.
