You can't be able to get a seat in model engineering college,thrikkakara if you belongs to general category, as the cut off rank for any stream is below 10k.you may have chances to get biomedical engineering with your rank

As you paid the amount for the counseling for the second round of counselling and you are not willing to join in the college
So you can participate in the third round of counselling and then your money will be transferred to the college you alloted

In keam 2019 you can move up to four allotments.I will explain
1.First allotment( No need to take admission but mandatorily pay the application fees)If you are satisfied with the first allotment then there is no need to participate in the second allotment.Unsatisfied students proceed for the next

On the official website there is no information regarding the Rs. 10000. But mostly they do not refund this amount once you paid or may charge some amount and return back the remaining amount.
