For General category students minimum marks for passing keam would be 50% and for ST/SC category students minimum marks for passing keam would be 40%.

Yes, you should join the college as if you won't joim it then your own seat will be considered as unfilled. So you should join as first for a backup plan and ypu may try for better one in next counseling. If you get better optuon then you can easily
