In UPSEE counseling you have three options Float, Freeze or Slide. After first round completion, you have to select either to freeze the course and college you are allocated or you can float/slide. Floating will give you a better seat if available in the next rounds, if you do not

JOSAA and some other colleges also, provide three options to the students while counseling. 

1.) Freeze: Here a student confirms his seat in a particular college and branch and cannot change it again.

2.) Slide: This option gives the student a chance to make the betterment of the field

It's okay that you chose float to move to another round that is the second round for UPSEE counselling. You only have to pay one time fees that is the registration fees before the commencement of first round. That fees will be adjusted by AKTU in whichever college

That is not the way how UPSEE counselling system works. If you choose the float option, it means you go to another round of counselling and you will loose your seat in the college you got after first round. If you choose freeze, you exit from the counselling

After the first round of counselling , you have to report at the RC for again a document verification and you will be given an option to choose between float,slide or freeze . 

If you choose float option then only you can get a different college in the next
