Shreya, it does not look possible for you to get admission in HBTU. This is based on your rank and previous year cutoffs. The college stops taking students after the rank of 400.

For your kind information in colleges affiliated to AKTU (formerly UPTU) Lucknow there is no such dual degree programs. Admissions to dual degree courses may take place on college level admissions but officially there are no such dual degree courses.

Assuming that you belong to general category as per the previous years cut offs, I am very sorry to tell you that you have a very less chances to get an admission for bio tech and bpharma in the government colleges. But, you need not worry about it
