There is no difference for counselling process for girls/boys and Non UP people or UP People. 

Non UP People just have to bring the domicile certificate of their state.

Anyways, the procedure starts with the seat locking procedure online followed by submission of draft in local area college

Yes you can get a government college on this rank in B.Tech Biotechnology but you have to wait for the counselling process. However one is not sure to get a government college but a good private college is guaranteed.
