I don't think that whit this rank you will secure a seat in government collge. As you have tagged Kalyani College its round 3 closing cut off rank was 4470. So go for private colleges.
I would advice you some colleges for yoyr rank,

Yes but you would hardly get CSE in HIT...I think you have to go for some other branch with this rank.

Hey dear as per predictor it shows ranks for 27k can get jadhavpur definitely and further depends on branch and category and other factors like 10th and 12th score respectively.
