Hi you will get some of the govt colleges but not with a too good stream...you have to go for private colleges most probabaly..still you can try for govt. of leather technology.

You can get any course in Jadavpur University under OBC-B category, as your rank is 676. But, I don't think you can get the seat under TFW scheme. It depends on the number of students there above your TFW rank.
