No dear you are not applicable for IIT spot round then. If you are giving JEE advanced examination then you have to register yourself in IITs counselling for admission in IITs. But if you don't apply anywhere for yourself then you can't entry in spot round for IIT colleges

Actually, the release of BHU UET application form has been delayed due to covid-19 pandemic and as of now there has been no update about it officially , though we were expecting its release this month in May but it didn't. It will  be released  by Banaras Hindu
