It is never compulsory to go for counseling if you don't want to. If you don't want to go for the counseling you can just stay at home even if have issued your entry pass. It is not mentioned anywhere that if you have got your entry pass

I am afraid you cannot because if you have already been alloted an institute which is high up in your preference list then nothing can be done to get a lower choice untill and unless you withdraw your seat and wait for the spot round. That is how
