Yes, you can take that certificate for the counselling purpose. However, you would also need to show the provisional degree/certificate at the time of document verification. A provisional degree or certificate is required for the admission process until you get the final degree from your institute or college.

Hello Bhanu, Yes, You can apply under All India category quota but I don't think you can get a seat in any of the colleges at these marks. the closing rank marks for the last admitted general student was about 542 marks in Karwar institute of medical science in NEET
