See GMR rank is general rank for all the courses that come under WBJEE like B.Arch, B.Tech and B.Pharm etc. While PMR rank is a seperate rank list according to which B.Pharm seats are alloted to the aspirants. Your question is not completely clear, what i can understand

Its not necessary that you must join the alloted college during NEET UG 2019 counseling. The fees would be refunded back if you are not satisfied with the College instead you could wait for the next round or join Private sector. Or else you could meet the Administration
