If you filled for the first round of counselling,you would have to apply for the second round also and if don't get a seat you can apply for third round.If you had not register for first round ,you could have applied directly for the third round.

In my opinion it is little easy for you to get the seat in second counseling in civil engineer as the colleges are going for there second round . They increase the closing rank for the students that's because after that they start giving management seats. So
