Dear Sir / Ma'm, even though the mock seat allotment shows it, you should still sit for the AIIMS 2019 counselling. The mock allotment may not always be hundred percent correct and you might still have chances in the original counselling round. Hope this helps.

According to neet counselling rules you should have that state domicile certificate to participate in their counselling for 85% quota. 

To get a domicile certificate you should have land or house in that state

So if you have punjab's domicile then you can participate in its state quota counselling.

No , you don't have to register once again.But in case you don't get any college all your choice that you have filled will be considered null and void and you will have to fill new choices.in  case you get your choice

It is necessary that the candidate  applying for Karnataka NEET UG 2019 counciling must have Karnataka Domicile and have qualified the NEET UG test in kannada. Else you may apply to Private institutes by qualifying their Entrance tests and Counciling or Interview.
