sorry to say you might not get government college in haryana if you are scoring 321 marks in neet 2019. i can say this on the basis of previous year cut off in haryana which was 486-547 marks for unreserved category for states quota seats in 2018. results

Yes you can apply for all 7 rounds of josaa counselling until you get desired branch/college. Even if you do not get your desired college, do not get dejected and try for state level engineering colleges which accept JEE scores as you can get good colleges there too.

As far as i know,Amrita offers scholarship only on the basis of entrance exam scores and rank in the merit list.
You would not be able to get a scholarship if you don't have one presently

Apply for both all India and state counselling in order to explore all the possible options. Also be patient and wait for all rounds of counselling.
