You can attend the counceling both as per paper I B.Tech as well as Paper II that is Architecture. The engineering as well as the architecture departments are enlisted in choice filling so you just have to fill the choices accordingly.

Yes, you can use phones in the campus provided you are not misusing. That is, you are not allowed to use it while the classes are going on. In case of any misbehaviour, the phones will be confiscated.
