Yes, same site is used for B.Arch /B.E and B.Tech. you have to submit only one application form for both the courses. You can check in TNEA official website for more details about the application process.

JOSAA counselling only grants admission to NITs/IITs/IIITs and GFTIs. Since the institutes that you have mentioned do not come under the following categories hence JOSAA counselling will not give you admission in AOT/Hooghly/WB or any other similar colleges.

I think you'll be coming around in the 3rd round of counselling. Most probably you won't be getting a seat in top colleges under general vategory but you can get seats in community based cutoff category. I will attach a link for you for to check which round

Once you get a seat in a furthur round of JOSAA say in third round, then the seats which you had obtained in first and second rounds are lost and you cannot claim those seats.

Also since they were below in preference, you will not get them again till seven
