Yes, if you are willing to participate in the special round of JOSAA counselling then you have to pay a fees of Rs. 1000.

If you had withdrawn upto 6th round then your previous money would be refunded and you can also apply in special round by paying Rs. 1000.

Till the seven runds of counselling you can report to any of the NITs/IIITs/GFTIs if you have obtained a seat in any of the institutions. You have to report to your institute only after the final round of counselling takes place and you have to take admission.

Since you were not qualified to write Jee advanced, you don't have good jee mains marks. You can apply for counselling, but you won't get an admission into good colleges. Try for some private universities/colleges.
