Yes, if you belong to OBC category. As per the UPSEE brochure, the certificate for OBC candidates  will be entertained only if it is issued on or after 01.04.2018.

For SC and ST caste certificates, no such restriction is mentioned.

Hello,                                                                           The major institutions that are attached to this counseling program are IIITs, NSIT, IGDTUW, DTU. You must apply online for the counseling process the eligibility category for this is that you have scored well in jee mains or the exam conducted by state delhi like ipu test.
