Their is a criteria in the colleges through which you can change your branch by the end of first year. You can get the details regarding this from your admission department and then get it changed for the rest years. If you wish to attend the counseling you can do

Yes students will be transferred to the original campus in kota. And the construction will be completed in the end of this year. However you need not to worry about that since distance between kota and jaipur is very less.

the token money if any is always the part of your college fee incase you didn't got your desired trade and wish to cancel your counselling session it would be refunded

A student can appear for counseling for KCET/COMEDK but he/she cannot opt for a seat through both the counseling but from only one counseling procedure.

as u have said ur qualified in gate and so ur eligible for pgecet counselling .but u are qualified in the year 2016 so u cant attend pgecet now. sorry to say this.
