No, you cannot join any other college.SAEEE is an entrance exam conducted by Satyabama Institute of Science and Technology for admission in various BE/B.tech course and B.arch.Once if you qualify this exam you will be alloted a seat based on the merit and preferences given by you in Satyabama Institute of Science and Technology.

Diploma holders can apply for JEE Main to be eligible only for JEE Advance, They can not use JEE Main score for the admission in NITs or other colleges, They will be eligible to take admission in IITs only for B.tech in the first year through JEE Advance.
If you wish to get admission direct into second year then there are many colleges offer lateral entry programme (direct into second year). Some colleges takes the admission through its own entrance Exam & soem takes the admission through their state level exam.

Each states carries out counseling for all India seats as well as state domicile seats in NEET PG exam.
You need to apply for the respective counseling to get admission in the college of your choice.
You can only choose the state counseling in the states of your your domicile. And you can apply for All India seats in Colleges of any state.

Since you have already used the correction window option once, you cannot make any further changes and correct the mistake. Although your application will not be rejected due to this.
During counselling, you will be expected to show the proof of Delhi being your domicile and since you won't be able to produce it, you will not be eligible for Delhi's 85% state quota. Also you cannot apply for Tamil Nadu's state quota since you have not filled for it. You will only be eligible for colleges under 15% All India Quota.
Please do not worry about it at this time as you cannot make any changes. Focus on your studies and give your exam well and aim for a high score and rank so that you can get a top college through the All India Quota. All the best.
Going by previous All India cut offs and your rank, you may decent chances in Medical Colleges like:
Rangraraya Medical College: Community Medicine
Guntur Medical College: Pathology
Kurnool Medical College; Post Graduate Diploma in Anaesthesia

The management quota will also be filled through State Counselling and the remaining seats will be filled through Direct Admission by contacting the college directly. So the first preference is given to online counselling and the remaining seats are transferred back tot he respective Colleges and they are filled through Direct admission.

Well also I would like to mention that the cut off being declared in case of management quota is less as compared to private quota category cut off. And this may be mainly because of the fee structure being really high in case of management quota seats.
