Well, JOSAA asks you to fill your choices of colleges and branches in a particular order. The order you choose is the order in which they decide the colleges and branches that you have a chance of getting. If your first preference is CSE in a particular college and your rank is enough to get it, then you'll get that college and branch. If not, then your second preference will be considered and so on.
So yeah, JOSAA counselling choice filling does affect the probability of getting a certain college.
Your Caste/Community should be listed in the Central OBC list. Only then will your OBC-NCL will be considered. If your Caste/Community is not listed under the Central OBC list then you will be considered under General Category. Let's say your Caste/Community is listed in the Central OBC list, then you will have to submit your Caste Certificate and Income certificate during counselling. There is also a proforma for OBC in the Information Bulletin. You should download that and fill it up and self attest it.

Actually for this you should mention your rank because it is vary year after year in the basis of their cut offs.
Till the 3rd counselling many student have the chances but the number is very low.

A Mock round of counselling is a practice counselling process conducted to help the students and parents understand the procedures of a counselling session and know the estimated cutoff and the branch seat that the student might get in the real counselling round.
Now, when seats from the previous rounds of counselling still remain vacant, an Open round of counselling is done to fill up those seats. This round is the last round to take admission in the particular college.

Well if you are a permanent resident of Kerela currently residing in Tamilnadu then you can sit for state quota counseling in the state of Kerela and can only sit for private colleges counseling in Tamilnadu. You can get admission in government medical colleges of Kerela only because you will have domicile of that state.
