Yes, if last year upto 7th round seat was alloted to 28k rank, then definitely you will get it by 5th round for 25k. The seats of civil branch of many of colleges doesn't fill up, there are always vaccines which are filled by special round.

Private Medical Colleges do not participate in All India Counselling and the seats are filled through State Counselling alone. For state counselling, the candidate can apply through open category if doesn't hold state quota else have to go for ALL India counselling. It will be difficult as mostly reservation categories have low rank range in home state quota then open category.
