Yes you have to have eligibility certificate to attend India counselling through  All India Quota. You have to apply for it. Dr. MGR University UG college.

According to the official notice, refund process of SS Counselling was to be completed  by 15th October 2019.

Security amount for the eligible candidates was to be refunded to the same account from where the security amount was initially deposited by the candidate.

You can use your caste certificate in any state where you want to join. There won't be any problem in that.  if you go for other state which is not your domicile then you won't be able to use home state quota and you will go under open category
